The year 1995 would prove to be a turning point for the Teenage Mutant Ninja Turtles toy line. After having record breaking global toy sales and steady growth since the line began in 1988, sales and overall interest were finally beginning to slip for the TMNT action figure line. This trend also trickled over to other turtle themed merchandising items as well, with many of them being discontinued or re-themed to other popular brands at the time, such as the Power Rangers or Beanie Babies. The animated television series was also seeing the effects of this wave of turtle fatigue, with ratings starting to drop. The show still continued until the following year in 1996, but the once powerful franchise was starting to show some cracks and no Turtles live action movies were on the horizon to help. Perhaps the biggest blow to the turtles franchise in 1995 was the cancellation of the popular Archie Comics branded TMNT comic book series, as well as the more mature Mirage Comics version. It seemed as if the turtles media outlets were beginning to dry up, but like the scrappy and resilient turtles themselves, the toy line would keep going and survive for another couple of years.
Unlike previous years, Playmates made the decision to not release any basic assortment figures in 1995, and instead focus solely on the smaller action figure sub-sets. Included in this years wave were the Adventurer Turtles, , Metal Mutants, Sumo Turtles, Super Mutant Figures, Warriors Figures, and a new series of figures inspired by the legendary artist, Jim Lee. Also released was a series called Ninja Shooters that would allow the turtles to shoot marbles from their chests. Playmates also decided to go heavy on the small scale Mini-Mutants series of figures this year with seven different sets of various Mini- Mutants sets and figures. Two new vehicles were also released in 1995, which would prove to be the last vehicles Playmates would release for their TMNT action figure line.
Since there was no basic assortment of figures released in 1995, the packaging had changed once again with each of the individual series of figures having different cards to focus on their theme. Most of the packaging still mainly focused on the individual figures with portraits of each character around the figure bubble. The highlights for the sub-sets in 1995 were definitely the Super Mutants series and the Jim Lee inspired turtle figures.
