Even though 1994 was considered a successful year for the Teenage Mutant Ninja Turtles toy line and other merchandising items, it was starting to become apparent that toy sales were not what they had been in past years. The animated television series was still going strong but the latest Turtles live action movie, Teenage Mutant Ninja Turtles III, which had been released the previous year, was considered a failure by the studio with horrible reviews. With no new live action movies on the horizon and comic sales beginning to slip, it was starting to look like the kids who once collected and played with the turtle action figures, were starting to grow up and just weren’t as interested in the turtles as they used to be. That being said, Playmates still had one of most successful toy lines in the world and the turtles were internationally recognizable, so overall, life was still good in the Turtles world.

Just like the last few years, 1994 brought lots of new figures and product from Playmates Toys, but only 2 figures were released as part of their basic assortment with Krang’s Android Body and Robotic Foot Soldier. Also like previous years, we also got a whole bunch of smaller sub-sets of figures, including the Apollo 11, Cyber Samurai, Giant versions of the Turtle Trolls, Kowabunga Crackin’ Turtle Egg, Kung-Fu Tournament Fighters, Mighty Mutations, Pizza Tossin’ Figures, Shoguns, Star Trek, Warriors of the Forgotten Sewer, 2nd waves of Farmer Turtles and Universal Monsters, and a 3rd wave of Cave Turtles. That really is a ton of new action figures, and it was very clear that Playmates had shifted to the individual sub-sets over a large basic assortment of figures. Also released were just 6 new vehicles with no new accessories or sets being released.

Packaging for the basic assortment of figures had changed once again with the sky blue turtles background being replaced by a drawing of a turtle in each top corner with the figure centered in the middle. The Teenage Mutant Ninja Turtles logo was still featured above the figure bubble. As in past years, the packaging for each of the individual series of figures were different for each one. The highlights for the sub-sets in 1994 were definitely the 2nd wave of the Universal Monsters and Star Trek series.
